Navigating HCBS in Colorado: A Guide to Community-Based Services
If you’re new to supporting individuals with disabilities in Colorado, this training will help you understand the foundations of our state’s Home and Community-Based Services system, or HCBS. HCBS represents a major shift in how we support people with disabilities: away from institutional care and toward independence, dignity, and life in the community.
We’ll cover what HCBS is, how it’s funded and managed, the roles of different organizations involved in delivering care, the structure of Colorado’s Medicaid waiver programs, and a new program called Community First Choice (CFC) that expands access and flexibility for individuals needing support.
Learning Objectives: By the end of this session, you’ll be able to
- Describe how HCBS works in Colorado
- Understand the roles of case management agencies and service providers
- Identify the major Medicaid waivers in Colorado and
- Explain how Community First Choice differs from traditional waiver services.
