Throughout these trainings, we’ve emphasized a core theme: empowering members to make informed decisions and upholding their rights with consistency and care. But supporting member rights doesn’t exist in a vacuum—it requires a foundation of ethics, transparency, and accountability at every level of our work.

As professionals entrusted with these responsibilities, we also carry an equally important duty: protecting the integrity of the systems we work within. In this session, we’ll take a step back from individual member rights to focus on a broader, but no less critical, responsibility.

Let’s ask ourselves: What does it truly mean to protect the integrity of a system?

For any system to function fairly and equitably, ethical practices must be embedded into daily operations—and that means recognizing, reporting, and preventing fraud, waste, and abuse wherever they occur. This responsibility is shared across every role, and it’s backed by important protections designed to support those who come forward.

In this module, we shift our attention to an essential part of ethical service delivery: Whistleblower Protections and the Reporting of Fraud, Waste, and Abuse. Upholding these standards isn’t just a legal expectation—it’s a moral obligation that protects our members, safeguards public resources, and preserves the integrity of Medicaid-funded programs.

Learning Objectives: By the end of this training, you will understand:

  • What constitutes fraud, waste, and abuse in the HCBS system.
  • The legal protections for whistleblowers who report misconduct.
  • How to identify and report potential fraud, waste, or abuse.
  • The role of state and federal oversight agencies.
  • Protections against retaliation for whistleblowers.
